AVDC Public Consultation on the Vale of Aylesbury Plan

AVDC Planning ‘drop-in sessions’ coming up in January – worth attending
 The formation of the Vale of Aylesbury Plan is progressing, and a public consultation on this is taking place between 1 December 2011 and 26 January 2012. There is information on the options AVDC are proposing for the Plan, here.

In the next couple of weeks, AVDC are holding a series of ‘drop-in sessions’ where planning officers will be available to talk to you about the consultation and answer questions; these are being held at:

  • Aylesbury Waterside Theatre – Tuesday 10 January – 3pm – 8pm
  • Buckingham Community Centre – Wednesday 11 January – 3pm – 8pm
  • The Winslow Centre – Wednesday 18 January – 3pm – 8pm

It is also possible to respond to the consultation through various online means, and the details for this are given here.

Save our Village‘ was created because we are passionate about our location and felt the plans to destroy our area offensive. We formed a group to prevent the action, and against all odds and many obstacles we actually achieved our goal! People Power Wins!!!

Well, you may be aware that although Salden Chase and Newton Leys are buried at this time, the developers will chance their arm again if they feel they might benefit.

So, great news we have. We have been advised by our Parish Council that there is a policy currently in its application stage but when passed it will give the VILLAGE the right to say where and what is built within our boundary and no developer can force the issue if we feel it is outside the interest of the village.

This is music to our ears, and we at SOV fully support the action of the Parish Council as administrators of this project which is endorsed by Government under the Localism Bill.

The only issue would be that to make this effective a majority of the residents must simply state they will accept this policy and allow our village to determine its own destiny.

 

On 27th October at 8.00pm, the Parish Council will explain how this policy can be adopted – I suggest if you are able to make it – be there, at Longueville Hall!

Save our Village

Save our countryside campaign – at 38 Degrees

Many of you will have seen discussion in the media about the Government’s proposed changes to the planning regimewith the presumption in favour of development getting the most attention.

It’s not yet clear how these planning changes changes would affect our area, or how they would be reconciled with the Government’s existing commitment to Localism.

While the changes are still going through consultation, it may be possible to influence them to better protect local communities from inappropriate developments. Newton Leys South Appeal – Public Inquiry starts 20th September 2011

 

Many of you will have received the letter to the left from AVDC. It notifies that a Public Inquiry into the Newton Leys South appeal will take place over 4 days, starting on 20th September 2011 in The Oculus, The Gateway, Gatehouse, Aylesbury, HP19 8FF commencing at 10.00am.

AVDC refused the Application but O&H has submitted an Appeal to the Secretary of State who has appointed a Planning Inspector to consider the Appeal…

Salden Chase:

We are very pleased to confirm that the developers have decided to withdraw the planning application for this huge development and we now can state that this current threat is now dead! The applicants cannot appeal to this action, as it was themselves who withdrew it.

This is very much a triumph for ‘People Power’ . Two years ago there was little or no interest to stop the proposed development and as such our area was classed as a ‘soft target’ fortunately James Lodge, Chair of Save our Villages had different ideas and formed a strong campaign which soon spread to other villages and gained massive support. Local and National politicians became involved and soon other groups such as Bletchley Park and Tony Mabbott of SC Residents action group joined the campaign. Save Our Villages Christmas Newsletter

Since its inception 18 months ago the Save our Villages (SOV) group has committed an enormous effort not only to raise awareness of the threat posed by the Salden Chase development on Newton Longville and surrounding villages but also to mobilise the support and influence of policy makers at local and national level.

The effort has paid off and we feel confident that such development will no longer be a threat in the near future. Nevertheless, SOV group will continue to monitor the Planning front albeit on a ‘background’ basis and will keep villagers informed as necessary.

The Village Plan must now become the focus of Villagers’ attention to ensure that its findings are adopted by AVDC both to create the framework to deliver improvements to the village and also to prevent large-scale and/or inappropriate development in the coming years.

So, for the time being, SOV will reduce its efforts and campaign to just website activity and we shall do what we can to assist the Village Plan.

We thank the Parish Council and all of you for your support during the past year and hope that you will all show interest in shaping the future of Newton Longville by helping the Village Plan Group

Salden Chase – AVDC letter confirms withdrawal of planning documents…

Many of you will have received a copy of this letter from AVDC. Amongst other things, it confirms that the Salden Chase Masterplan & Delivery Supplementary Planning Document (2010) are withdrawn by the Council’s resolution – please click on the image to the left to read the letter in full.

We would draw your attention to this paragraph “We are taking this opportunity to review the Local Development Framework and move forward with the Localism agenda promoted by government. If you would like to be kept informed of the process please let us know by e-mailing avldf@aylesburyvaledc.gov.uk…[phone and address details for registration also in the letter]“, and encourage you to register your interest.

To make it as straightforward as possible to register your wish to be kept informed of the progress of the Local Development Framework review, here is a pre-filled e-mail request that should work on most systems. Deadline – please note that AVDC will assume you no longer wish to be kept informed if they don’t hear from you by 31/12/2010.

AVDC – New homes blueprint in Aylesbury Vale to be withdrawn

Last Wednesday, we got a big step closer to our objective of saving the North Bucks villages from overwhelming, mass urban developments…

“Aylesbury Vale District Council has decided to ask the government for permission to withdraw its core strategy following the abolition of regional housing targets.”

Salden Chase – Significant AVDC meeting this Wednesday, 8th September

The sands in the hourglass continue to run down, and we hope they are running out for Salden Chase. After long months of pressure, letter writing, emailing, door-to-door deliveries of flyers and posters we are at another key stage in our efforts.

On 8 Sep 10 at 1830 hrs at The Oculus Building, Gatehouse Road, Aylesbury, AVDC will be deciding whether to ask the Secretary of State to withdraw the Core Strategy from the examination process.

This is a crucial step in allowing AVDC to determine the future planning growth agenda for the whole of the District following the revocation of the South East Plan.

Save Our Villages is going to the meeting, and we would like to encourage as many supporters as possible to come along to make a show of strength. This is a great chance to further challenge the previous Government’s attempted imposition of Salden Chase, and it will only take a couple of hours.

Lost to the urban sprawl of MK Expansion?

Newton Leys South – Urgent Action Notice

New planning application! Deadline for objections: 25th August 2010

A Developer, O & H has recently submitted a Planning Application to Aylesbury Vale District Council (AVDC) for the Newton Leys South development. The Proposal is for 350 houses on land just outside the Newton Longville Parish boundary but nevertheless, virtually on the village doorstep. Yellow notices went up last week (w/e7th August) and the application has been made at a time when many people are on holiday and therefore may miss the opportunity to register their objections.

Newton Leys South is much smaller than Salden Chase BUT, if AVDC permits this development then the door will be open to fill in with sites of similar size all the way along Stoke Road, into the village and out the other side to the old railway line! This could set the precedent for development to the west of the village perhaps to deliver Son of Salden Chase, by stealth!

AVDC has not yet published the date by which objections must be received but SOVNL is working on ‘by 25th August’.

Important news from AVDC…

Future plan for district should be put on hold

Extract:

Salden Chase, to the north of Newton Longville, between the A421 and the former Oxford to Bletchley railway line, had been earmarked for about 5,400 houses.

Councillor Paternoster said: “This allocation was made solely to meet the requirement of the previous government’s South East Plan, which has now been abolished. We opposed it strongly at every stage. The scrapping of regional figures strikes to the heart of the necessity for this allocation, and I am also mindful of the recent resolution of Milton Keynes Council to oppose this development. These are factors that must weigh heavily as we move forward from here, and cast serious doubt on the future of this proposal.”

Councillors will have the opportunity to discuss the issues around how the council will set its own level of growth at the next council meeting on 8 September. This will allow the cabinet to take account of the views of council and the local community when it considers how to move forward.

Any decision to formally amend the housing numbers in the core strategy will be a decision for council to make later in the year after consultation with the local community.

This letter is to make sure we are all are aware of recent news, and also explains why we in SOV believe that we need to continue to make sure Aylesbury Vale District Council (AVDC) is crystal clear about our objections to Salden Chase, and indeed any other development that threatens our village.

So; the good news update: on 6 Jul 10 the Government officially scrapped the South East Plan: this is fantastic as it means all planning must be re-examined and re-evaluated in line with local priorities and local requirements.

This means councils no longer have to follow plans that were previously forced upon them.   Milton Keynes voted last month formally to oppose the Salden Chase development.  We are in a stronger position now than we ever were before. Continue reading …

Salden Chase application – more than 1300 public comments to AVDC

Salden Chase may not be the only threat to the North Bucks Villages, but it is the largest currently facing us.

With so much at stake it’s significant that such a large number of people made their response to the outline planning application – 1358 at the time of writing. Now, not every single last one is an objection. But it’s not far off. It seems fair to say that the local communities are overwhelmingly against Salden Chase.

In Newton Longville, just look at the number of people displaying an orange ‘No to Salden Chase’ poster in their window!

We also need to stay alert for attempts to establish toe-hold developments into rural North Bucks (E.g. Newton Leys South), and be ready to respond quickly – and just as emphatically - as we are doing to Salden Chase. Milton Keynes Council votes to formally oppose Salden Chase

From the MK Citizen: “His motion was successfully amended by Independent Councillor Liz Campbell who called for the council to formally oppose the Salden Chase development.”  The motion was carried.

Significant government notification to local councils

On 27 May 10, the Secretary of State for Communities and Local Government, Eric Pickles, wrote a letter to all council leaders.

This letter highlighted the government’s commitment rapidly to abolish regional spatial strategies.  This includes decisions on housing developments in local authority areas.  He intends to return decision-making powers on housing and planning to local councils.

This means that local authorities will be able to take account of the wishes of local communities on key issues, for example: the numbers and location of new housing developments.  This will then allow for a more democratic way of planning for the housing needs of the districts.

That’s government-speak over with.  What does it mean to Newton Longville?

It is quite simply a critical letter.  It means that Aylesbury Vale District Council (AVDC) can now stop the outline planning application for the concrete quicksand of Salden Chase.

But there is no guarantee AVDC will do so unless we continue to flood them with objections.

If we do not do this, developers could simply say that no-one seems to object to the Salden Chase development, and it will go through on the nod.

It is therefore absolutely imperative that we continue to keep pressure on AVDC, as well as Cllr Pearce who is our elected representative.

  • Every letter counts. 
  • Every email counts.
  • Make sure you include your name and address or your objection will be overlooked.
  • Make sure you are counted

To help supporters press home the effect the Governments announcement, the SOV Campaign has prepared a letter (downloadable below). It includes what we believe are the main points this has for us as residents. Please write to AVDC on this point, with your own letter or this one – but do write!

Dear Villagers,

In March we sent our questionnaires, comments and objections to Aylesbury Vale District Council (AVDC) to try to influence the Planners regarding the Supplementary Planning Document (SPD) they are preparing for Salden Chase. AVDC has yet to adopt the SPD as Policy.

However, we have just learned that a Developer has jumped the gun and submitted a Planning Application to AVDC for Salden Chase. We believe they are worried that the new Government may cancel the Plan.   Continue reading …
